Chair-Initiated Complaint Shooting Death of Ian Bush Houston, British Columbia October 29, 2005

Mr. Paul E. Kennedy, Chair of the Commission for Public Complaints Against the RCMP (CPC), the federal agency that provides an independent civilian review of RCMP members' conduct in performing their policing duties, has initiated a complaint into the shooting death of Mr. Ian Bush, formerly of Houston, British Columbia, pursuant to subsection 45.37(1) of the RCMP Act.

In his complaint, Mr. Kennedy indicates that he is " satisfied that there are reasonable grounds to investigate the circumstances surrounding the shooting death of Mr. Ian Bush." Specifically, he expects the investigation to " focus on the conduct of the RCMP officers involved in this incident from the point of first contact with Mr. Bush, to his death. The timeliness and adequacy of the RCMP's criminal investigation will also be reviewed.
