"In his 2005-2006 Annual Report, Mr. Paul E. Kennedy, Chair of the Commission for Public Complaints Against the RCMP (CPC), highlighted the need to enhance the legislation governing oversight of the RCMP. As a follow-up to that recommendation, Mr. Kennedy released a draft legislative model.
