A Chair-initiated complaint can be made under Part VII of the RCMP Act. The Chair may initiate a complaint if he is satisfied that there are reasonable grounds to do so. This can occur when the Chair becomes aware of the conduct of any RCMP member and, based on the information available, considers there are reasonable grounds to investigate that conduct.
